El ICAM aborda los Derechos Humanos en el ámbito penitenciario y presenta la obra «Mujeres en la administración penitenciaria. Penadas, preventivas y las empleadas públicas»

El Observatorio de Derechos Humanos del Ilustre Colegio de la Abogacía de Madrid y la Sección de Abogados Penalistas organizaron ayer una jornada conjunta de gran relevancia para abordar el tema «Los Derechos Humanos en el ámbito penitenciario».

El evento, celebrado en el Salón de Actos del ICAM, reunió a expertos y profesionales comprometidos con la defensa de los derechos fundamentales en el contexto penitenciario.

La sesión fue inaugurada por Maite Parejo, Copresidenta del Observatorio de Derechos Humanos del ICAM, y Jacobo Teijelo, Copresidente de la Sección de Abogados Penalistas, que destacaron la importancia de abordar de manera integral los desafíos que enfrentan los derechos humanos en el ámbito de las instituciones penitenciarias.

La jornada se estructuró en dos mesas de discusión. La primera, titulada «Derechos Humanos en prisión. Especial referencia a mujeres y extranjeros» contó con la intervención de Almudena Pulido del Castillo, Inspectora de Servicios en Instituciones Penitenciarias; Esther Montero Pérez de Tudela, Jurista Criminóloga y profesora colaboradora de la Universidad Loyola Andalucía; y Arantxa Díaz Ugarte, Técnico del Mecanismo Nacional de Prevención del Defensor del Pueblo. La mesa fue moderada por Jacobo Teijelo, Copresidente de la Sección de Abogados Penalistas.

Esther Montero Pérez de Tudela se refirió a los derechos que pueden verse más afectados por el cumplimiento de la condena en el caso de la mujer reclusa y del extranjero en prisión, abordando la cuestión de una manera práctica. También dio a los presentes recomendaciones de utilidad para los abogados y las abogadas que trabajan en el ámbito de la ejecución penal sobre cómo defender esos derechos.

Por otro lado, Almudena Pulido informó de las tareas que se desempeñan en la exención penitenciaria para garantizar el respeto a los derechos de las personas privadas de libertad, concretamente, mencionó los protocolos de actuación que existen ante la existencia de denuncias o sospechas de malos tratos en ámbitos penitenciarios. Por último, Arancha Díaz Ugarte habló sobre el trabajo del Mecanismo Nacional de Prevención de la Tortura, especialmente sobre el programa que tienen en materia de género en el ámbito penitenciario.

La segunda mesa se centró en la presentación del libro «Mujeres en la administración penitenciaria. Penadas, preventivas y las empleadas públicas», de la editorial Tirant lo Blanch. Los ponentes de esta mesa incluyeron a Esther Montero Pérez de Tudela, Cecilia Pollos Calvo, Jurista del Cuerpo Superior Técnico de Instituciones Penitenciarias y Consejera Técnica en la Secretaría de Estado de Igualdad, y Fernando Herreros, Director del Mecanismo Nacional de Prevención del Defensor del Pueblo. La moderación estuvo a cargo de Maite Parejo, Copresidenta del Observatorio de Derechos Humanos del ICAM.

Esther Montero Pérez de Tudela y Cecilia Pollos explicaron el origen de la obra: cómo tuvieron la idea de generar el libro, qué datos han manejado y cuáles son las conclusiones que han alcanzado. Ambas concluyen en la existencia de discriminación tanto en el ámbito de la mujer reclusa como en la existencia de sesgos de género en la existencia de las empleadas públicas.

También participó en la mesa Fernando Herrero, director del Mecanismo Nacional de Prevención de la Tortura adscrito al Descensor del Pueblo, quien también hizo valoraciones sobre la importancia que tiene esta obra, la primera obra que de forma holística y completa analiza la situación de la mujer a los dos lados de la reja.
